8(a) Contracting With Doyon Emerald

Background

It has long been the policy of the federal government to help small businesses owned by minorities become fully competitive and viable business concerns. Federal assistance to Small Disadvantaged Businesses (SDBs) includes contract set-asides and procurement goals. These programs include the Small Business Administration (SBA) Section 8(a) program, which provides assistance in obtaining federal procurement contracts to certified 8(a) firms enrolled in the program.

Doyon Emerald is currently certified and enrolled in the SBA 8(a) program. Additionally, Doyon Emerald is an Alaska Native Corporation (ANC) 8(a) firm. ANC 8(a) firms are automatically considered economically disadvantaged and need not establish economic disadvantage to be eligible for the program. Program participation is limited to nine years, and certain size limitations apply to participants depending on their Primary NAICS Code. The 8(a) program is detailed in FAR Clause 19.800-19.812.

Program Procedures

Unlike other costly and time consuming methods of contracting, the ANC 8(a) contracting method allows Doyon Emerald to show capabilities directly to a contracting officer or program manager, and be awarded a contract either as a sole source or through competitive award. As an ANC 8(a) contractor, there is no size limit on the value of the contract award. Doyon Emerald has consistently shown our contract costs to be fair and reasonable and our past performance has allowed the government to award sole-source contracts with a proven performer. The process is designed to be simple for both the government contracting party and Doyon Emerald.

Once Doyon Emerald is chosen for contracting, pursuant to section 8(a) of the Small Business Act, the SBA is authorized to enter into contracts with the awarding federal agency and to contract the performance of the contract to Doyon Emerald.
